Apparently, the city is starting to dump money into the Kenton area.
This may have something to do with the new interest in moving PIR.

weekends Boregonian, Mayor Potter actually asked the
parks department to look into moving PIR. "The mayor
wants the bureau to look into putting the noisy track
in an industrial area". As the threads mentioned,
wasn't that area an "industrial area" to begin with??
