Monty,
Me thinks you have one of the best arguments of all:

"take advantage of all the wonderful possibilities a city has to offer"

Perhaps Mayor Potter needs to hear it?

The neighborhood that complains about the noise is actually across I-5.
I had friends that lived there and the champ cars were a noticable
distraction, but in my mind and their's as well, this is part of living
in the city. Compromising with others to take advantage of all the
wonderful possibilities a city has to offer. The people who complain
should move to Montana with the separatist, not to pick on Montana, but
they should get out of the city. I am reminded of the guy who moved
next to Ainsworth School and had the audacity to complain about band
practice. Or the idiots who complain about noise, when they moved next
to an outdoor amphitheater such as the Rose Garden. I am sure there are
people who moved in next to PGE park and complain about the fireworks,
and the people that it draws. These people have no business living in a
city.

Come on Potter, in regard to PIR why are you wasting your time to
accommodate a few whiners for an issue that happens 3 days out of 365.
The track adds to the livabilty and vitality of our city. It is
entertainment and why should I have to travel an hour to support some
rural region, when I can take the max and enjoy some good racing.

If you've wandered around out by PIR, it is still definitely industrial.
It would be interesting to see who is really complaining.
