For a while, the UCI did not allow them, so it had an impact on pros, but not local racers other than the pros. Recently, the UCI decided to allow them, so the problem is gone. The other issue is that there are not many cross bicycle frames made to accommodate discs, and they are heavier. As a general rule, cross courses do not have steep slopes, so breaking is not much of an issue anyway. Are they not permitted? Are they somehow uncool? Or unsafe? The wet, muddy conditions would seem a good fit for them.
